Um...no. From the waist down this is gorgeous, gorgeous, gorgeous. The beading and scalloped layering are beautiful. But with a skirt that bold and ornate, you need a simple, streamlined top to balance out the skirt. If the top was just a sweetheart strapless and the belt was removed/replaced with a really thin one instead, I could see this working. Almost, but not quite. I do have to give her props for the hair and makeup, though. That's the least scary I've ever seen Miley look.
